   Performs a number of checks on your WordPress installation to
   detect common configuration errors and known issues, and also
   allows plugins and themes to add their own checks.

   Would be a great idea, but seems to get lots of problems,
     as reported in support forums.
     as i seem to often see with 'checking' types of plugins.
     no use.

  the usual.

  Puts a separate plugin “Health Check Troubleshooting Mode” 
    in the Must Use plugins folder wp-content/mu-plugins

    So if you remove the plugin manually, want to remove this also.
